I honestly think it is just out of spite. It just doesn't make sense to me why Texas or any state would want to prevent thousands of their citizens from receiving quality healthcare. The sad thing is that it will cost these states more in the long run because these individuals who don't qualify for Medicaid and don't have health insurance will just go to the ER whenever something happens and pass the cost onto everyone who does have insurance. It's a very shortsighted way of governing.
